Waiver allows elderly Texans, aged 65 or older, who require a nursing facility level of care to reside at home or in assisted living residences to receive care services in those locations.

 

  • As a Senior, participant must have low income. In other cases, qualification is based on disability and low income.

 

For persons with limited financial resources and income:

  • Medicaid care was originally provided as institutional care, now Medicaid waivers allow for individuals to receive Medicaid care outside of nursing home residences.

  • Medicaid will pay for care in assisted living if it can be obtained at a lower cost than in a nursing home through 'Medicaid Waivers' which are also called Home and Community Based Service (HCBS) or Waiver Funded Services.

 

Benefits and Services

Under STAR+PLUS traditional health care and long-term care support are integrated and accordingly a broad range of services can be paid for including:

  • Adult Day Care

  • Assisted Living

  • Delivered Meals

  • Environmental Adaptive Aids

  • Home Modifications

  • Home Care

  • Medical Care

  • Personal Care (assistance with the activities of daily living)

  • Personal Emergency Response Service

  • Respite Care

 

The Aid and Attendance (A&A) Pension provides benefits for veterans and surviving spouses who require the regular attendance of another person to assist in eating, bathing, dressing and undressing or taking care of the needs of nature. It also includes individuals who are blind or a patient in a nursing home because of mental or physical incapacity. Assisted care in an assisting living facility also qualifies.

 

Aid and Attendance (A&A) is an increased monthly pension amount paid to a Veteran or surviving spouse.

 

Benefit Description

VA offers two broad categories of Pension benefit programs:

 

Veterans Pension: Tax-free monetary benefit payable to low-income wartime Veterans.

 

Survivors Pension: Tax-free monetary benefit payable to a low-income, un-remarried surviving spouse and/or unmarried child(ren) of a deceased Veteran with wartime service.

 

Veterans and survivors who are eligible for Pension benefits and are housebound or require the aid and attendance of another person may be eligible to receive additional monetary amounts.

 

Qualifications

To qualify for A&A it needs to be established by your physician that you require daily assistance by others to dress, undress, bathing, cooking, eating, taking on or off of prosthetics, leave home etc. You DO NOT have to require assistance with all of these. There simply needs to be adequate medical evidence that you cannot function completely on your own.
